The International Maritime Organization (IMO) has issued BWM.2/Circ.80, providing comprehensive guidance on ballast water record-keeping and reporting. This circular applies to all shipowners and operators, aiming to enhance clarity in compliance with the Ballast Water Management (BWM) Convention.

Ballast Water Reporting Form (BWRF)

The circular includes an updated example of the BWRF, offering guidance on its completion. Some port States may require ships to submit a BWRF when heading to their ports, offshore terminals, or anchorage areas.

Voluntary Tank-by-tank Log Form

The circular introduces an example form for voluntary tank-by-tank logging of ballast water operations, emphasizing its significance as a best practice, although not mandated by the BWM Convention.

Consequential Amendments

Minor amendments have been made to guidelines concerning ballast water management and the development of Ballast Water Management Plans, as well as guidelines for ballast water exchange. These amendments are not anticipated to necessitate reapproval of existing Ballast Water Management Plans.

Recommended Action

To ensure compliance, shipowners and operators are advised to append a copy of the circular to ships’ Ballast Water Record Books and Ballast Water Management Plans. Additionally, updated model Ballast Water Management Plans are available on Lloyd’s Register’s ballast water management page for reference.
