Zhoushan Becomes First Chinese Port To Launch e-BDNm For Bonded Bunkering

Zhoushan has made history by becoming the first port in China—and the third globally—to implement electronic bunker delivery notes (e-BDN), marking a key milestone in the digitalization of its bunkering operations.

First e-BDN Operations Completed

On 1 July, under the supervision of the Zhoushan Port authority:

  • PetroChina Fuel Oil bunkered AM Ocean Pride with 500 mt of fuel oil and 60 mt of diesel using the e-BDN system.

  • Sinopec Zhejiang Zhoushan Petroleum delivered 1,500 mt of fuel oil to Pacific Glory using the same system.

All documents were electronically signed by the crew and engineers through the “Zhoushan Bonded Ship Fuel Bunkering Electronic Signature and Handover System.”

Leading the Digital Bunkering Transformation

The system was jointly developed by TradeGo and Zhejiang Free Trade Zone Bulk Commodity Digital Trade & Technology Co., Ltd. It marks the “last mile” in Zhoushan’s complete shift to digital bunkering services, as highlighted by port officials.

Zhoushan is now the first port in China to enable end-to-end digital delivery for bonded bunkering, paving the way for transparent, efficient, and paperless fuel transactions at the port level.

Advancing Digitalisation in Bunkering

According to the port authority, this move:

  • Completes the “last mile” in digitalizing the bonded bunkering business.

  • Marks Zhoushan’s official entry into port-level digital fuel delivery.

  • Strengthens the port’s ambition to become a global bonded bunkering hub.

Infrastructure and Policy Support

Developed by TradeGo and Zhejiang Free Trade Zone Bulk Commodity Digital Trade & Technology Co., the first batch of e-BDN systems will:

  • Operate on five internationally certified bunker barges, expanding to all in the future.

  • Be supported by increasing Mass Flow Meter (MFM) installations and system optimization.

  • Enhance transparency and efficiency in customs clearance and bunkering.

Policy initiatives include:

  • Provincial MFM standards

  • Free trade zone bunkering service evaluation system

  • Dispute resolution mechanisms

  • Dedicated e-BDN support services

With the successful launch of e-BDN, Zhoushan is setting a global example in digital maritime services, offering shipowners a faster, safer, and more transparent bunkering experience.
