With amendments to MARPOL Annex VI Appendix IX set to take effect, shipowners, operators, and managers face new responsibilities for data collection and reporting. The International Maritime Organization (IMO) has outlined clear timelines and methods for compliance, emphasizing early preparation and verification of the Ship Energy Efficiency Management Plan (SEEMP) Part II, reports LR.
Key Amendments: Fuel Oil Consumption Data Collection
The amendments introduced by IMO Resolution MEPC.385(81) require ships to report additional fuel oil consumption data starting 1 August 2025, including:
- Fuel consumption: Per consumer type and fuel type
- Non-underway fuel use: Per consumer type and fuel type
- Onshore power: Amount supplied to the ship
- Laden distance traveled: Voluntarily reported
- Innovative technologies: Installed on the ship
- Transport work: Total work performed
Clarified Data Collection Timeline
The IACS Unified Interpretation (UI MPC131) and MEPC.1/Circ.913 ensure consistency in data collection, preventing mid-year changes:
- Existing Ships (Before 1 August 2025): Continue collecting current data for the rest of 2025. Start collecting additional data from 1 January 2026.
- New Ships (On or After 1 August 2025): Begin collecting all required data upon entering service, including the new additions.
SEEMP Part II Verification Requirements
To comply with MARPOL Annex VI Regulation 5, SEEMP Part II must be verified before data collection begins:
- Existing Ships: Verification due by 1 January 2026.
- New Ships: Verification is required before entering service.
The SEEMP must incorporate methods for additional data collection in line with MEPC.395(82) guidelines.
Early Implementation by Flag States
Ships registered with flag States that adopt the amendments early (from 1 January 2025) must:
- Amend their SEEMP Part II to outline data collection methods.
- Verify SEEMP Part II before the date set for early implementation.
