The list of shipping lines now utilizing CLA includes prominent names such as BLPL Singapore, CK Line, Concorde Container, COSCO Shipping Lines (Phils.) Inc., Eagle Express Lines, Inc. (RCL South Phils.), Federated Cargo Line, Hyundai Merchant Marine (Philippines) Co. Inc., KMTC (Phils.) Corp., Kyowa Shipping Lines (Skybest Logistics), Lancer Container, Macro Ocean Philippines, Inc., MBF Carpenters, Namsung Shipping (Southern Star Agencia Maritima, Inc.), New Zealand Line, Oceanus Container, OOCL Philippines, Inc., RCL Feeders Phils., Inc., Samudera Shinning, Sarjak Container Lines, and Sinotrans (Uni-ship).

Background And Endorsement

The CLA system, introduced as an alternative and voluntary solution for container deposit management, underwent pilot testing in the Philippines starting December 2021. The Department of Transportation and Department of Trade and Industry have endorsed the system, encouraging members of the Association of International Shipping Lines (AISL) to participate. AISL, consisting of 36 global container liners operating in Philippine ports, has been urged to adopt CLA as a viable solution to the persistent challenges related to container deposits.

AISL, in collaboration with Malaysia-based D&D Control (M) Sdn Bhd, sought an alternative solution to address the prolonged issue of container deposit returns in the Philippines, leading to the establishment of CLA Philippines. Drawing from the successful implementation of CLA in Malaysia since 2018, where similar challenges were addressed, this approach is expected to bring positive outcomes to the Philippine maritime industry.

The system seeks to create a level playing field for both large and small to medium-sized organizations. Additionally, it aims to alleviate the administrative burden on shippers who traditionally have to navigate multiple documents to reclaim their container deposits from various shipping lines.
