IMCA Advancing Safety Measures In Shallow Water Operations

The rise of offshore wind energy initiatives has prompted an increase in specialized vessel activity in shallow waters. Acknowledging the distinct challenges and risks associated with this, a new guidance document, the Recommended Practice for Shallow Water DP Operations (IMCA M263), has been launched.

This document extends and amplifies previous IMCA recommendations, offering a comprehensive understanding of Dynamic Positioning (DP) operations specifically tailored for regions where fixed assets are more concentrated, elevating the risk of vessel collision, says an article published on imca website.

Key Elements Of The IMCA M263 Guidance

  1. Comprehensive Insight: The guidance aims to provide clarity for land-based project managers regarding timeframes and processes, aiding in the adjustment of their expectations. This will result in reduced downtime during the heavy lift operations phase and provide support for walk-to-work activities in the operational lifespan of offshore wind farms.
  2. Critical Emphasis: Highlighting the importance of having two dedicated Dynamic Positioning Operators (DPOs) to oversee bridge operations and ensure safety. The document provides crucial information on the selection of position reference systems in shallow waters and environmental factors that need consideration.
  3. Empowering Operators: By bridging gaps in knowledge, the guidance seeks to empower vessel operators to challenge unrealistic expectations set by onshore managers. This is particularly vital in marine operations, as they often face increased collision risks during simultaneous operations (SIMOPS).

The development of this guidance stemmed from explicit requests from IMCA members, participants at the DP Conference in 2022, and the DP Committee. Richard Purser emphasized that this initiative aims to alleviate the pressures caused by unrealistic expectations throughout the installation process.

By doing so, it seeks to reduce the risk of human error, decreasing downtime due to near-misses, collisions, and other incidents, thereby fostering a safer working environment in shallow waters for offshore operations.
