Commencing ship repairs
This initiative is consistent with the firms’ long-term intentions and commitment to contribute to the growth and development of Malaysia’s maritime industry, said Tan Sri Lim Hock San, executive chairman of Leaptec and LBS Bina Group Bhd.
Leaptec, an indirect subsidiary of LBS, inked a reclamation and development agreement with the Melaka state government in 2021 to reclaim and develop 485.62 hectares, which are part of the Melaka Waterfront Economic Zone that spans 10,117.14 hectares along the state’s coastline.
Contract for developing shipyard business
The company signed a Memorandum of Understanding (MoU) with Desan on the potential of developing a shipyard business on April 13 this year.
Under the MOU, both parties will explore the feasibility and potential of developing the shipyard business for ship repair and ship building.
Desan, a part of the Kaptanoglu Group, known for its active shipping business and ship-to-ship (STS) activities, will also explore with Leaptec conducting STS activities in the Straits of Melaka on a term basis.
Expanding the shipyard business
Established in 1970, Desan is a prominent Turkish shipyard solution provider principally involved in the business of construction and development of shipyards, maintenance and repair of ships, shipbuilding, and other shipping related activities.
Under the current leadership of the third generation of the Kaptanoglu shipping family, Desan has expanded its ship repair and shipbuilding business to cover offshore business, naval vessels, all types of tankers, bulk carriers, tugboats, and yachts.
Multifaceted roles
Lim said that as a collaborative partner of Desan, Leaptec plays multifaceted roles for the success of the Leaptec-Desan Melaka shipyard business, from obtaining imperative approvals to driving business development.
He said that the presence of Desan at the Langkawi International Maritime and Aerospace Exhibition 2023 provided an excellent platform for the firm to showcase its cutting-edge capabilities in shipbuilding and ship repair.

“It is pleasing to hear that the exhibition garnered notable recognition when five cabinet ministers and the chief minister paid a visit to Desan’s booth, and acknowledged the potential of the Leaptec-Desan collaboration in Melaka, recognising its capacity to become one of the largest shipyards in Malaysia,” Lim said.
