Los Angeles Port Takes Eco-Friendly Step With Low-Carbon Project

The Port of Los Angeles has released a Draft Environmental Impact Report (DEIR) for a proposed Low-Carbon Cement-Processing Facility Project, located at Berths 191-194, in Wilmington at the Port of Los Angeles.

Ecocem Materials Ltd, via Orcem California Inc., plans to build and run a low-carbon binder facility near Berths 192-194. It will import materials, process them into an eco-friendly alternative to Portland cement, and distribute it locally.

The project includes process buildings, conveyors, storage silos, and loading facilities.
To begin the environmental review process for this proposed project, the Port of Los Angeles released an Initial Study/Notice of Preparation (IS/NOP) in March 2022.

Public Review

Both the DEIR and IS/NOP are available for public review on the Port of Los Angeles website at portoflosangeles.org/ceqa. The DEIR is intended to solicit additional feedback that can be incorporated into the Final Environmental Impact Report (FEIR).

The Port will hold a virtual public meeting via Zoom to receive comments on the DEIR on Wednesday, Nov. 1 at 5 p.m. No registration is required. Simultaneous Spanish translation services will be provided.
