It is fairly well known that some companies have tried to bypass oily water separator by fitting ‘magic pipes’ and also entering false information in the oily records.  What is not well known is the penalty paid by those who have had the misfortune of getting caught.  The fines and penalties aggregate to $50 million.  Some ship‐owners have received a 5 year ban from trading in the United States.  Some crew have served time in prison or served community service.  Most exasperating is the compulsory enrolment in the “US Environmental Compliance Program” involving the establishment of an on board and company environmental management program.  This will be monitored by representative of US Department of Justice.  This goes on for 5 years and it is a nightmare for ship staff to comply.  It is possible that only a small percentage of those who indulge in wrong practices are getting caught.  This Update will convince them that it is not worth taking this chance.
