Promoting International Collaboration

The Panama Maritime Authority (AMP) continues its dedication to expanding new markets and fostering cooperation with other Maritime Administrations worldwide. In line with this commitment, an essential Memorandum of Understanding (MOU) was signed during the 129th session of the International Maritime Organization (IMO) Council in London. The MOU focuses on the Mutual Recognition of Training and Certification, a crucial aspect in ensuring the competence and proficiency of seafarers.

 A Key Agreement 

The signing of the MOU between the AMP and the Department of Transportation of Canada marks a milestone in the maritime industry. This agreement allows Panamanian seafarers to serve on board ships registered under the Canadian flag. The mutual recognition of training and certification under the Rule I/10 of the International Agreement on Standards of Training, Certification, and Watchkeeping for Seafarers, 1978, Amended (STCW’78 Agreement, as amended) will create new opportunities for Panamanian seafarers, boosting the national workforce and strengthening the country’s maritime capabilities.

Enhancing Technical Cooperation

Beyond opening up new employment prospects for Panamanian seafarers, the MOU emphasizes the importance of technical cooperation between Panama and Canada. By exchanging experiences and technical knowledge, both nations aim to improve the execution of powers vested in Panamanian seafarers. This collaboration is expected to enhance the performance of their duties and contribute to safer and more efficient shipping practices.

Encouraging Maritime Cooperation

The signing of this MOU further solidifies the diplomatic ties between Panama and Canada in the maritime sector. As the Minister of Maritime Affairs, Noriel Arauz, signed the agreement on behalf of the AMP, and the General Director of Maritime Safety, Joanna Manger, represented the Department of Transportation of Canada. The cooperation between these two governments highlights their shared vision for a prosperous and secure maritime industry.
